Justin M. Osburn brings over 17 years of executive-level experience across the independent and franchise automotive industries. He has served as a Sales Manager, General Manager, and Co-Owner of multiple independent dealerships, as well as COO of a 12-franchise, three-point operation in Missouri. Justin has also been a founding partner in launching three successful independent dealerships from the ground up.

Widely known as the “King of Cars,” Justin earned this reputation during his time as a national retail consultant for the National Independent Automobile Dealers Association (NIADA), where he specialized in operational profitability and strategic growth. His deep understanding of dealership financials and ability to identify operational bottlenecks has made him a trusted advisor to automotive businesses across the U.S.

Justin is a U.S. Army veteran, a dynamic public speaker, and a published author. He has served on numerous company boards, held elected public office, and holds an international patent. As a recognized industry leader, he was entrusted by NIADA to rewrite its Certified Master Dealer Certification Curriculum and frequently serves as a paid automotive expert witness.

Ryan Jennings retired as a Lieutenant Colonel from the Missouri Army National Guard with over 26 years of service. Following his military service, Ryan joined ARC as the Director of Sales. He strives to apply his decades of leadership, experience, and education to the ARC Sales Team to bring premium quality to all ARC clients.   

Throughout his military career, he held numerous leadership positions including Battery Commander, Field Artillery Battalion Commander, and Director of Military Support. He has planned and executed numerous operations in the United States in support of State Emergency Duty and around the world including in Afghanistan, Canada, and Panama. His education includes a B.S. from Northwest Missouri State University, M.A. from Webster University, and graduated the Army Command General Staff College. His notable awards include the Bronze Star, Meritorious Service Medal, and General MacArthur Leadership Award.   

As the ARC Director of Sales, Ryan applies his leadership and experience in strategic planning and execution to support ARC clients in achieving success. He is a dedicated professional who applies strategic thinking to deliver innovative solutions. His focus is always on providing ARC’s clients with exceptional quality and value.

When not supporting the ARC Sales Team, Ryan enjoys hiking, woodworking, and most of all spending time with his family in Jefferson City, MO.

Jason Caley brings over 30 years of deep, hands-on experience in the automotive industry as the National Dealer Consultant with ARC. His journey began in 1994 at a successful Ford dealership in the Kansas City market shortly after completing his service in the United States Marine Corps. By age 23, he was Parts & Service Director, later holding leadership roles including Fixed Operations Director, COO, and Director of Operations across multiple rooftops.  

Jason has led through every major industry shift, from launching off-site service centers during the 2008 downturn to building a standalone collision center in 2016. He later founded Caley Business Solutions, a consulting firm that served clients across automotive, equipment, marine, insurance, and more.

Now as National Dealer Consultant at ARC, Jason brings operational expertise in fixed ops, financial strategy, HR, and reinsurance to dealers nationwide. Known for his no-nonsense leadership and people-first mindset, he is a trusted advisor to dealer clients across the country.

Outside of work, Jason is a proud father. Jackson, former collegiate athlete and successful professional. And now a PROUD Grandfather. He is married to the love of his life, Anna Kristine Caley, and together they enjoy spending time with their grand baby Collins and traveling for destination concerts. He also shares life with Anna Bell, their 12-year-old lab-golden mix who serves as a therapy dog, as well as Finny. In his free time, Jason enjoys golf, fishing, and bow hunting.

Brandon brings over a decade of expertise in the automotive industry, with six years in pivotal management roles. Originally starting his career in Corpus Christi, Texas, he now serves as a National Finance and Insurance Specialist at ARC. Brandon’s career took off with the creation of 361 Cars For Sale, an innovative buy, sell, and trade marketplace group that grew to over 90,000 members before successfully selling to a prior client of his.

This entrepreneurial achievement cemented his reputation as a digital marketing authority and led to his first management role in the industry, where he swiftly became a sought-after specialist in helping drive success for automotive dealerships.

Throughout his career, Brandon has worked & partnered with an impressive range of dealerships, from small local businesses to mega-dealers in some of the industry’s most competitive markets. Dedicated to continuous learning, Brandon is dedicated to empowering aspiring automotive professionals to not only achieve their goals but exceed them, paving the way for success for all involved.

Jeff launched his automotive career in 1995, immersing himself in nearly every role of both franchise and independent dealerships, from front-line sales and finance management to general management. He also spent 15 years as a general agent in the North and South Carolina markets, gaining a wealth of expertise that makes him a powerful asset to the ARC team.

Outside of work, Jeff loves spending time with his family, including his twin granddaughters. He’s also an avid outdoorsman who enjoys everything from life on the lake to hunting and fishing.

Chris has more than 27 years of experience in sales, finance, and outside dealership support, working with everything from Harley-Davidson stores to Chevrolet rooftops. He started in the car business in 1998 after leaving the casino industry as a craps dealer, jumping in at a franchise dealership run by one of his older brothers. He’s been all-in ever since. While finance is his specialty, his true passion is helping dealers grow, through creative problem solving, real-world training, and strategies that actually work. Over the past decade, he’s supported stores with everything from GPS solutions to the full F&I product suite, always focused on one goal: helping dealers get better.

Chris is known for his approachable style, sharp instincts, and deep understanding of the business from every angle. He believes in serving first, teaching always, and creating momentum that lasts. Off the clock, he’s a proud husband to his wife Lisa and dad to three amazing kids, AnnaMarie, Giovanni, and Luciano. You’ll find him on the boat in the summer, on the golf course, or throwing bocce with the family any chance he gets.

Howard has over 35 years of experience in the automotive industry, with a career that spans ownership of an independent dealership and general management roles at both a GM and a Ford franchised store. Throughout his career, he has gained hands-on experience in nearly every aspect of dealership operations.  

As the LinUs® expert, Howard is responsible for overseeing the creation and ongoing updates of all composite reports. He provides the coding team with the necessary formulas and works closely with ARC 20 Group members to ensure the accurate and timely input of data. His attention to detail ensures consistency across all data provided by members. Additionally, Howard leads the direct integration efforts for all DMS systems.

Outside of work, Howard is dedicated to his family and faith. He married his high school sweetheart in 1981, and together they have three children and nine grandchildren. An active member of First Baptist Church, Howard serves as a deacon, choir member, Sunday school teacher, security member, and head of the transportation committee.  In his spare time, he enjoys hanging out at his pool with his grandkids.

Melanie is the Director of Operations at ARC and proudly holds the distinction of being the company’s first employee. As the cornerstone of ARC's operational success, Melanie oversees the operations team and manages logistics, TPA relations, and administrative processes. As a pivotal member of ARC’s leadership team, she consistently drives improvements to support seamless departmental coordination and client satisfaction.

Melanie holds a Bachelor's Degree from Park University and previously served as the Executive Director of a nonprofit organization, where she was an active leader and community advocate. Outside of work, she values quality time with family and friends, has a passion for travel, and is dedicated to lifelong learning.

Rob “The Rainmaker” Whistle launched his automotive career in 1988 at a Buy Here Pay Here dealership in Michigan. Over the decades, he built a reputation as a dynamic leader with hands-on expertise across every aspect of variable operations, from selling pre-owned and high-line inventory to leading large franchise teams. His operational depth and people-first approach have made him a trusted voice in retail strategy.

Today, Rob serves as ARC’s Executive 20 Group Moderator, guiding independent and franchise dealers through structured, peer-driven performance groups. A former General Manager, Executive Manager, and Sales Director, Rob brings real-world experience to every session. He continues to consult and train dealerships nationwide, blending leadership development with his proven “8 Steps to the Sale” framework to help teams execute with clarity, accountability, and measurable results.

Amber is a TPA Specialist and Client Services professional with over 15 years of experience in management and customer service.  Known for her strong work ethic and dedication to client success, Amber excels in building lasting client relationships.  Throughout her career, she has consistently driven improvements in sales, client satisfaction, and business growth. 

Outside of work, Amber loves spending time with her husband and children. She enjoys watching her kids play sports and is an avid participant in softball, volleyball, and cornhole. Amber also has a passion for travel and values time spent with friends. 

As an Event Specialist with ARC, Michele is dedicated to assisting in the planning and execution of events, ensuring every detail comes together seamlessly for a memorable experience. Her passion for creating meaningful moments stems from a diverse background, including owning and operating a coffee shop, bakery, and café for seven years. During that time, she honed her skills in customer service, multitasking, and business management.

Beyond her entrepreneurial experience, Michele has worked in healthcare as a CNA, holding various roles in the field, as well as in banking and warehouse production. These diverse roles have allowed her to connect with people from all walks of life, strengthening her ability to adapt, communicate, and build relationships across industries. She prides herself on being a people person, someone who can engage with and relate to a variety of personalities with ease.

Outside of work, Michele is committed to strengthening her walk with Christ and serving in her church community. She enjoys spending quality time with family and friends and loves being outdoors, appreciating the beauty of nature. She believes that life is too short not to make the most of the moments we are given.

Shelly serves as ARC’s Accounting Manager, bringing a diverse background and a sharp eye for detail to the financial operations of the company. With experience in financial administration, auditing, permitting, and reserve preparation, she plays a key role in ensuring accuracy and efficiency across accounting processes. Her well-rounded skill set also includes customer service, CRM management, and operational support, making her a valuable resource across multiple departments.

Known for her organization, dependability, and collaborative approach, Shelly is passionate about creating systems that help the business run smoothly behind the scenes.

Outside of work, you’ll find her spending time with family, at sporting events, concerts, and enjoying the outdoors.  She also has an appreciation for kayaking, fishing, skiing, and hunting down treasures in antique stores.

David Gavin is a Marketing and Media Specialist with over 20 years of experience in videography and editing. Known for his creativity and engaging content, David excels in developing impactful marketing strategies and managing social media campaigns. With nearly a decade of social media marketing experience and deep expertise in HubSpot CRM, he brings a data-driven approach to content and campaign execution.

At ARC, David played a pivotal role in leading the company’s massive rebrand, crafting a cohesive marketing narrative and digital presence that reflects ARC’s bold vision for the future. His work supports growth across key business lines, including warranty, reinsurance, and 20 Groups by helping attract new clients, build loyal audiences, and drive measurable results.

Outside of work, David enjoys fishing, watching movies, cooking, and spending time with his family at the lake. He recently welcomed his first child, a baby girl, and is embracing the joys and challenges of new fatherhood.
